Mr. Speaker, Sir, I rise to second the Motion to amend the Committee Report. I will be very brief to the point because the distinguished Senator for Nairobi County has completely demystified the myth. Mr. Speaker, Sir, the reason why I support this amendment is because of one, it is illegal for a county like Turkana or Marsabit which is over 70,000 square kilometres to be reduced into a square root of 266. Mr. Speaker, Sir, when you come and lie to the public that you have the CRA formula and you are now playing around with figures, you amend it and you raise it and give it a weight of 20 per cent then three counties take all the money; that is, Kirinyaga, Kakamega and Bungoma. It would have been a different story if we would have stuck with the issue of CRA. Madam Deputy Speaker, Article 203 of the Constitution is very clear. When dividing revenue, we must take certain factors into consideration. The marginalized counties have been marginalized for too long. We cannot be the House that continues to kill devolution. We must stand with our people; from Turkana to Rombo in Kajiado. I request the Committee that will be tasked with Petition No.3 to extend their work to the source of materials for the construction of the Standard Gauge Railway (SGR). This is because many people were admitted in hospitals and paid huge bills. Some of them have permanent damages to their health. Madam Deputy Speaker, I thank you. I rise to make the following comments on this issue. Eviction of people who have occupied our forests is a must. The biggest question we must ask ourselves now is how do we ensure that children do not suffer? We cannot continue to praise those people who have violated the law. The biggest land owner in this country is the Agricultural Development Corporation (ADC). For a more progressive discussion on how to resettle these people, the key most important thing that we should do in this House is not to debate on how we continue encouraging people to destroy our forests or impunity. However, it is on how we can use these corporations, which have completely lost their purpose, and get the land to resettle the people who have encroached into the Mau Forest.
