  • 13 Jul 2020 in Senate: Madam Deputy Speaker, I tried to get your attention before. Is it possible for us to have copies of that report? view
  • 13 Jul 2020 in Senate: Madam Deputy Speaker, thank you. I rise to support the Motion to adjourn because I agree with Sen. Orengo that these are very emotive issues that require us to internalize what it means by sharing revenue. Articles 217 and 203 in the Constitution are very clear. It is important that every Senator who sits here realizes that as the Senator of Narok County, I not only represent Narok County, but also the entire union. I always say that this is a House of union. The way I understand how this revenue formula is being formulated, is different from the way ... view
  • 7 Jul 2020 in Senate: Mr. Speaker, Sir, I rise to support the Petition by Gov. Sang. One of the things that baffle me is the first Government of the Republic of Kenya. It actually made the colonial Government look like philanthropists. If you look at the issues that have been raised by Gov. Sang, one of the things that bother me is the role of ADC and land which is still owned by ADC. If you go out there and ask the poor people who live in Nandi or even in Maasailand if they know anything about ADC, they will tell you that ADC ... view
  • 26 Jun 2020 in Senate: Mr. Speaker, Sir, I thank you. I rise to congratulate the young distinguished Senator for Kakamega who did this House proud, and my good friend, the Vice Chairperson, Sen. Halake. If the Committees in this House take time and read through this Report, we can follow up to ensure that the people of Kirinyaga get justice. There are different things that have been alluded to here like the testaments that were made by the witnesses, including the issues of health. I hope the Committee on Health, which I sit in, will follow up and go check them out. Article 226 ... view
  • 26 Jun 2020 in Senate: Mr. Speaker, Sir, sometimes I think that some people sleep in this House when we are talking. My statement was very clear view
  • 26 Jun 2020 in Senate: Mr. Speaker, Sir, I remember clearly--- view
  • 26 Jun 2020 in Senate: Mr. Speaker, Sir, as I am guided by you, there is nowhere in my statement that said Sen. (Dr.) Langat was sleeping. view
  • 26 Jun 2020 in Senate: Mr. Speaker, Sir, as I respect your guidance and withdraw that, I want to remind the people of this country that the only way that we can ensure that everyone gets justice is if we, as citizens, familiarize ourselves with the law. This is because we keep pointing fingers. You point a finger and say: “Oh, this was not done, this was not substantiated.” I want to repeat what the Senate Majority Leader said here. It is absolutely ludicrous and ridiculous for our colleagues to go on social media and post saying, “the House of Sanitization”. Let us have some ... view
  • 24 Jun 2020 in Senate: Mr. Speaker, Sir, I rise to support the Petition by the Deputy Speaker. It is about time that we tried to ensure that we set up certain regulations on what defines public participation. What worries me is that very often, you will hear people complain that there is no public participation, but if it is held and people give their views which are contrary to what is already defined, nothing is done after that. It is noted that so-and-so appeared and said some things. For us to make use and define the words ‘public participation,’ it behoves us to grade ... view
  • 23 Jun 2020 in Senate: Thank you, Madam Deputy Speaker. I rise to support that Statement. As a Kenyan who serves in all different capacities, also as a businessman, I find it a little bit confusing and disturbing that all public institutions which are run like businesses can never be managed effectively. When you commit that Statement to a Committee, I would like the Committee to go to the extent of analyzing the financial status of those companies and making sure that at least somebody is held accountable. When I hear my good friend Sen. (Dr.) Ochillo- Ayacko asking how much money has been set ... view
