  • 23 Jun 2020 in Senate: I am very happy to see what the Director of Public Prosecutions(DPP) is doing because today he is going after those individuals who stole about Kshs198 million from the Kenya School of Law (KSL). We should not be pushing the Government even during this period of the COVI-19 to ask them how much money they have set aside. Let us follow those managing those funds and makes sure that whatever assets they have acquired illegally are sold, so that the money is used to pay those people who have not been paid. I support the Statement, but wish that some ... view
  • 23 Jun 2020 in Senate: Madam Deputy Speaker, I thank you. I rise to support this Statement, but all this goes back to the issue of accountability that we discussed this afternoon. When I read this Statement by Sen. Mwaruma, in between the lines, there are a lot of things which are hidden. The Senator is asking the Chairperson of the Ad hoc Committee COVID-19 to provide a list of suppliers, names of the directors and the addresses of the respective companies involved in the distribution of grants. He is also asking for a CR12, so that we know who is using this money. It ... view
  • 23 Jun 2020 in Senate: where are they going? That is why sometimes some of us used to say that there is no COVID-19. It is just a scheme for people to make money and line their pockets. If money has been donated by Kenyans or other well-wishers around the world to help people stay healthy, it is evil when others mismanage it. Madam Deputy Speaker, I hope that the good Chairman, the distinguished Senator of the people of Nairobi City County will not answer us this afternoon. We do not want an answer this afternoon. Let him go down there. I am sure all ... view

  • 16 Jun 2020 in Senate: Mr. Speaker, Sir, I rise on a point order in reaction to your Communication. I have listened to the charges which you have read out. I want to refer you to Article 179 of the Constitution of Kenya. This is a matter which is quite weighty. Article 179(1) states: “The executive authority of the county is vested in, and exercised by, a county executive committee.” (2) The county executive committee consists of- a) The county governor and the deputy county governor; and b) Members appointed by the county governor, with the approval of the assembly, from among persons who are ... view
  • 16 Jun 2020 in Senate: Mr. Speaker, Sir, just allow me to prosecute my issue. It has to do with your Communication and its content. This is because you said that if we go further and raise issues, they will be out of order. I have listened to your Communication very clearly. Before we get to that length, can we look at your Communication and the letters that were sent to you? view

  • 16 Jun 2020 in Senate: Mr. Speaker, Sir, thank you for protecting me. The issue of COVID-19 has really disrupted many things. I am sure that the Ministry of Lands and Physical Planning is aware of complaints by lawyers about closure of land registries in the country. However, the Ministry is also grappling just like the Judiciary with the issue of opening--- view
  • 16 Jun 2020 in Senate: Mr. Speaker, Sir, in order to make it easier for us to transact our business, maybe the Senate can consider renting the Bomas of Kenya. We can just measure one metre and you allow all Senators to sit there and prosecute their matters instead of this issue of who is sitting where. We are here dealing with an issue of a Petition on the closure of the Lands Office in the country and nobody is listening. As we prosecute this issue of lands records, I would like the Committee that will be seized of it to work with any other ... view
