Mr. Deputy Speaker, Sir, the key issue here is that this is a unique situation that we have found ourselves in. I plead with the Senate Majority Leader to think about the merits of this matter. Hypothetically, suppose we change the words “being barred from accessing the office by a court order?” What about if a person is out there ill and they cannot access the office?

Mr. Deputy Speaker, Sir, this is a matter of public interest and has nothing to do with the position of a governor. Maybe in future some of us might aspire to be there, but we are looking for continuity. People in Kiambu and Samburu counties are suffering. Maybe another governor somewhere may fall sick. colleague talking about the Executive controlling the other arms of Government, by ensuring that the national Treasury is part of the Executive. That is where we went wrong. Mr. Speaker, Sir, the only way we can ensure that each arm of Government does its work effectively, is when we relook Article 219 of this Constitution. Currently, it only protects county governments. It is absolutely ludicrous for a CJ to stand and say: “I cannot even be accorded the respect of a Chief Justice.” Hate the man, but respect the institution. Respect him because he was appointed by you. What worries me, is that if we continue like this – and I will repeat it – every Kenyan will say that there is no law in this country. Mr. Speaker, Sir, as I conclude, I want to request the President of this Republic to, one, go back and spend a couple of days reading through this Constitution. Secondly, I request him to call the CJ. This is because I remember him making a statement, saying that he hopes that the CJ will meet him so that they can caucus and talk about the issues of this country.
