He was making a lot of sense, complaining that he has a wife at home but he has no food and no job. He has a child that he needs to take care of. He needs a job in order to live a good life. Maybe, if my colleagues had tabled, prioritized, brought up this matter and submitted this Report for the Senate to note six months earlier, we would not have been dealing with the issues of Gen Zs right now. Although we are speaking on this Report after everything has been done, it is important to recognise the work done by the Senate. When the Governors came to the Senate to seek support for these county headquarters to be completed, it is important also to note that the Senate played a critical role and ensured that, at least, these funds have been released under conditional grants. For example, something that you had budgeted to build with about Kshs1.8 billion ends up costing about Kshs3 billion just because of dilly-dallying. It is imperative to note the success of the Senate in ensuring that there is an alternative arrangement to complete these projects. I hope that we can let this cut across all projects, which are co-funded by the county governments and the national Government. • 18 Jul 2024 in Senate: Although we are commending on a project that has already taken off, the train has already left the station and these people have already agreed. My hope is that if those headquarters in those five counties are not completed, when we discuss this here under conditional grants, we can allocate more funds. • 18 Jul 2024 in Senate: The Chair of the Committee on Finance and Budget can take over the payment of pending bills. This is because even though it was a Motion brought by a private Member, it was resolved by the entire Senate. The Chair can go through and say this was a resolution of the Senate, we want to know whether you have paid all the pending bills that are supposed to be paid. If pending bills are paid, we will not find a situation where National Treasury will not release the money to complete the projects. I thank you and I support. view

I was not sponsored by the IMF and the corrupt Ethics and Anti-Corruption Commission(EACC) of this country. There is no body more corrupt than the EACC. The EACC now wanted to be put in as the body that goes out to look for conflict of interest instead of being the body that fights corruption.
