  • 31 May 2018 in Senate: Madam Temporary Speaker, if you look at the quality of legislation that we are drafting in this Parliament, they are designed to establish authorities to create Chief Executive Officers (CEOs). We forget about devolution. Recently in the House, we killed the Irrigation Bill. I have seen it in the Order Paper after coming back from the National Assembly.
