  • 19 Mar 2024 in Senate: I want to reiterate that monitoring of borrowing is important. Even though right now we have managed to reduce it to 67 per cent of the GDP. Our GDP is a moving target; therefore, it can go up to 80 per cent. If that is the case, we will be in serious debt. It is imperative that we try to create a good environment for doing business. I will be happy if county governments pay their debts when they are due. Right now, we are talking about a deficit of about Kshs739 billion. If you look at county governments combined, ... view
  • 13 Mar 2024 in Senate: Thank you, Mr. Speaker, Sir. I want to bring to your attention, Rule 30. view
  • 13 Mar 2024 in Senate: Mr. Speaker, I was trying to make sense of what the two parties, the County Assembly and the Deputy Governor were trying to allege in terms of the introduction of new evidence. Rule 30 of our impeachment rules states as follows- “When a particular question or matter including but not limited to questions of evidence, materiality, relevant competence or admissibility of evidence and any question, consequential or incident thereon, no provision has been made in the Standing Order or this rules, the Speaker shall rule on the questions on matters and the ruling of the Speaker shall be final.” I ... view
  • 13 Mar 2024 in Senate: It is 30 seconds. Very sad for the two families on trial today. My question is to the Attorney for the Deputy Governor. I am following up with the question asked by my sister. If from what you have shown us there, the witness was arrested, why has he not been charged until today? If he has been charged, can you please clarify that? Thank you, Madam Temporary Speaker. view
  • 12 Mar 2024 in Senate: Thank you, Mr. Speaker, Sir. I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Education regarding the status of infrastructure projects undertaken by all county governments in the education sector. In the Statement, the Committee should- (1) Provide an audit report on the total budget utilized by all 47 counties in the provision of infrastructure to primary and secondary schools, detailing the amount of money spent, and indicate whether these activities have in any way disadvantaged Early Childhood Development Education Centres (ECDEs) (2) Provide a status of all preschools, ECDEs and nursery schools ... view
  • 7 Mar 2024 in Senate: Asante, Bi.
  • 7 Mar 2024 in Senate: Madam Temporary Speaker, I oppose this Bill because it is unconstitutional. It does not matter how you look at it. It does not matter how anyone tries to pamper it. This is merely clawing back on devolution. view
  • 7 Mar 2024 in Senate: The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Director, Hansard Services,Senate. view
  • 7 Mar 2024 in Senate: If you look at the Constitution of Kenya, housing is a devolved function. One of our biggest problems in this country is that we want to live in space. It is a beautiful place there. However, I want to beg all of you to try and come back to reality that we are not yet there. Housing being pushed by the national Government is a failure. Historically in this country, the posh neighbourhoods, including Lavington, Kileleshwa, Makadara and Loresho were all Government housing. They were all intended to better the poor. What has happened? It is now the rich and ... view
  • 7 Mar 2024 in Senate: On a point of order, Madam Temporary Speaker. I would hate to correct my brother. My point was very clear. The national Government deals with the issue of policy, but if you look at the Standing--- view
