Five per cent of our GDP is pending bills. That is an indication of a failed economy. That is the reason it becomes difficult for even the National Treasury to propose any increment. You know the law requires that pending bills become the first charge on the account. However, these county governors have been ignoring them. When reading the report, it is very sad that the proposed increment will not even support the payroll of county governments. The challenge we have is that we know where people are breaking the law. We know where the county governments are diverting the money, but we do not have the guts to say enough is enough. I beseech you because of time that as we support this, can we at least increase the money to the proposal of the committee to around Kshs415 billion?
