  • 11 Feb 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I acknowledge that we have had that serious problem where sometimes the estimated cost given by the consultant does not tally with the final figure. However, the case the hon. Member has cited in his constituency is a totally different situation. This relates to the capacity of the contractor. A warning letter has already been issued because it appears that the contract was bigger than the contractor could accomplish. I also wish to state that the Ministry is in the process of registering the contractors to ascertain their capacity. We have had instances where a ... view
  • 11 Feb 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, indeed, what the hon. Member has said is true. If we embark on road repairs at an early state, we will spend much less than we actually spend. However, at times, the prioritisation of the roads to be repaired has been a big issue. The hon. • 11 Feb 2009 in National Assembly: The Ministry has no plans to construct a fly-over at the Naivasha-Kinangop Junction. However, the Ministry of Roads in conjunction with the Ministry of Transport, Automobile Association of Kenya and the International Road Assessment Programme commissioned a study in September, 2008, to asses the most feasible safety measures at that junction. That study will take about one year and will recommend safety measures to be implemented immediately. The Naivasha-Kinangop junction lies on the Nairobi-Nakuru Highway. That is Road No. A104 near Naivasha Town. According to police records and our Ministry's data, the following accidents have occurred in the last three ... view
  • 11 Feb 2009 in National Assembly: Total fatal cases since 2003 - four. Total serious injuries since 2003 to date - four. Total slight injuries since 2003 to date - 19. That brings it to a total of 27 cases. Recommendations from the accident study will expeditiously be implemented with the assistance of the International Road Assistant Programme and development partners. view
  • 11 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, the study was not necessarily for only that section of the road, but it was among other sections of the road that have actually recorded very high incidents of accidents. However, the Ministry is doing everything possible and we will be conducting road safety exercises to try and sensitize members of the public, especially from those areas where we have recorded high incidents. view
  • 11 Feb 2009 in National Assembly: I would also like to remind Members that, that road has not been in its best condition for a long time. But one of the things that the Ministry has seen is that after the roads are repaired and the Fe bruary 11, 2009 PARLIAMENTAR Y DEBATES view
  • 11 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, whenever we commission new roads, the road markings and furniture are part and parcel of the contract. Unfortunately, more often than not, you will find that once road signs have been put there, it does not take long before they are knocked off. As a result, passengers have to travel without the road signs and this leads to accidents. I want to agree with the Member that there is need for us to ensure that we do that. We undertake to, at least, take care of the roads that he has mentioned, among many other ones ... view
  • 11 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, the inter-change that he is talking about is a very costly venture, to be honest. If we were to construct an inter-change at every junction in this country, it would indeed be very expensive. But I do appreciate the concern of the Member. Once this report is forwarded to us, we will share with him and give the way forward. view
  • 9 Feb 2009 in National Assembly: Mr. Speaker, Sir, I have had the opportunity to speak with the hon. Member and interrogated the answer. I feel that I need to consult more and bring a proper answer before the House. Therefore, I would request that we defer this Question to next week, on Tuesday. view
