  • 2 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, we have asked for the estimates for that section of the road. Indeed, we expect the works on it to be carried out during the Financial Year 2008/2009. It is true that we have not yet got the estimates, but we expect the works on this road to commence within this financial year. view
  • 2 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, I take the invitation to visit this section of the road kindly. Indeed, we will be able to organise to visit that section of the road. In the meantime, we will be able to follow up on the work and ensure that it is done as soon as possible. Maybe, I would also like to mention that between the time when we asked for the estimates and the time when the work is done, there is a lapse of time. Therefore, the estimates we were given may not be very accurate at the time when the ... view
  • 2 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, my Ministry has a masterplan for the coming so many years. But, as you are aware, roads change within a very short time in terms of the deterioration. In due course, we will be inviting Members of Parliament to be able to share our vision and plan for the future. In the meantime, we would like the participation of the Members of Parliament when it comes to their areas of priority through the District Roads Committees (DRCs). So, it is at the Ministry level and also the Members of Parliament are participating in coming up with ... view
  • 2 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, we will be planning to visit Eastern Province. As we come to visit those places, we will be able to give priorities. We will also notify Members of Parliament within those particular constituencies when we will be visiting them. I may not be able to confirm the exact date, but when a date has been arrived at, we will be able to confirm with the Members of Parliament. view
  • 2 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, it may not be possible for me to give a date now because we need to confirm with the calender of the Ministry. I will not go there alone. I need to go there with my team. So, I will be able to communicate with the Members in due course. view
  • 1 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to answer (a) Yes, I am ware that the road's section between Gitimbine and Nkabune Technical Institute is impassable during the rainy season. (b) My Ministry has included the unpaved sections of Road C92, between Gitimbine and Nkabune Technical Institute, for routine maintenance and spot-improvement in the work plan for the Financial Year 2008/2009 under the Road Maintenance Levy Fund Budget for trunk roads. Further, a section of approximately 55 kilometres of Road C92 is located in Embu, Mbeere and Tharaka districts, which is being improved to bitumen standards under the ongoing contract ... view
  • 1 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to state one or two facts regarding the section of the road in question. The section of the road in question is within the municipality, as the hon. Member mentioned. It has, actually, volcanic soil. So when it rains, it becomes very difficult for the vehicles to pass. However, it is part of the road that I mentioned, C92, and funds have been committed for its improvement to bitumen standards up to the section that is just before that. As soon as funds are available, we will be able to consider that ... view
  • 25 Jun 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I wish to continue with my contribution to the Budget Speech. I wish to add a few points to the issue of the youth and how the Budget has taken care of them. I thank the Minister for the kind allocation to the Youth Enterprise Development Fund, and the addition of Kshs500 million to it. It will go a long way towards empowering our youth, especially at this time when business is very difficult. It is worth noting that the funds that had initially been given, through the Youth Enterprise Development Fund, to the ... view
  • 25 Jun 2008 in National Assembly: Further, there was an allocation of Kshs465 million towards the tuition of the youth who are going through the tertiary colleges in our country, especially the polytechnics. This will go a long way in empowering our youth and giving them the necessary skills and technics to be able to start their own businesses and improve their livelihoods. There was also an allocation of Ksh1 million for the mobilisation of the youth through soccer, and generally sports. This will help in bringing the youth together, and helping them to desist from harmful activities that have previously been the norm for them ... view
