  • 9 Jul 2008 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) The Ministry's engineers inspected Thika-Gacharage-Kangari Road on 30th January, 2008 and on 20th February, 2008 and they ascertained that the work was done to the specified levels. (b) The inspection revealed that the contractor did his work to the specifications given in his contract and, therefore, I have no intention of taking any action against the contractor. Further, the scope of the work specified was maintenance of the existing road, comprising of the reconstruction of about 30 per cent of the road, potholes and edge repairs and re-sealing of the entire road ... view
  • 9 Jul 2008 in National Assembly: Mr. Speaker, Sir, I would like to thank the hon. Member for bringing this Question, because the road in question is important. It connects the rural section of that area to the town and, basically, the market for agricultural produce from that area. I wish to state that the completion is what we call the actual substantial completion. It is not total completion, meaning that much is yet to be done on that road. The road can still be used in its current state as we wait for the contractor to complete the works. We will send our road engineers ... view
  • 9 Jul 2008 in National Assembly: Mr. Speaker, Sir, I wish to state that the two roads are under different classifications. The Naivasha-Nakuru Highway is a Class "A" Road, while the one in question is Road Class "E", meaning that the load expected on either road is different. However, I will confirm the figures once I check with my engineers. view
  • 9 Jul 2008 in National Assembly: Mr. Speaker, Sir, as the hon. Member may be aware, all Members of Parliament sit in the DRCs. However, it has become a common complaint that most of us do not know our exact roles in the DRCs. As a result, some road engineers have tended to take advantage to, sometimes, withhold information or mislead hon. Members. In connection with that, my Ministry is organising a one-day workshop for hon. Members to enlighten them on their role and what is expected of them together with other members of the DRC. We are working closely with the Departmental Committee on Energy, ... view
  • 9 Jul 2008 in National Assembly: Mr. Speaker, Sir, as I indicated earlier, in the contract, we have a 2.1- kilometre road that stretches to Kandara Township, including an access road to the hospital, the DO's office and the police station. We will start work on that road in September, 2008, and it will be completed before the end of this year. So, the area has been taken care of. We are only waiting for the time for starting. Completion will be within this financial year. view
  • 8 Jul 2008 in National Assembly: Mr. Speaker, Sir, I beg to answer. (a) Yes, I am aware that Kathita Bridge in Meru Town is narrow and is unable to handle human and vehicular traffic during rush hours. (b) My Ministry intends to build two foot bridges on both sides of Kathita River Bridge to be used by the pedestrians in order to avoid conflict with vehicular traffic on the bridge. Funding will be through Nkubu-Meru-Lewa Road, that is, B6 Project. Further, the Ministry initiated the process to procure a sub-contractor to construct the foot bridges in 2007 under the aforementioned projects. Bids were submitted towards ... view
  • 8 Jul 2008 in National Assembly: Mr. Speaker, Sir, as I have mentioned, the contract will be awarded by mid-August, 2008. We have taken care to ensure that all the quality aspects are maintained. We will ensure that proper supervision is done to ensure that all bridges adhere to the set standards. However, in the event that there are certain areas of omission that may have been committed by the contractors, we will gladly want to hear from the hon. Member or any other member of the public who may be aware of that. We will, however, ensure that the project is done to the satisfaction ... view
  • 8 Jul 2008 in National Assembly: Mr. Speaker, Sir, I welcome the invitation from the hon. Member and we will organise for time to visit there. In the meantime, we will do all that is necessary and before the project is handed back to the Ministry by the contractor, all work, as specified in the contract, will July 8, 2008 PARLIAMENTARY DEBATES 1665 actually be done. view
  • 3 Jul 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I am wondering whether it is in the interest of the investors in Central Kenya, like in any other parts of the country, to have their names laid on the Table of the House and yet, we know that land is like any other factor of production. For example, it is like money and shares. Tomorrow, we might also demand to know how much money some people have in their accounts! So, the hon. Member should declare his interest in that particular Question. view
  • 2 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, I want to apologise for coming slightly late. I beg to reply. (a) I am aware that the section of Kitui-Mutito Road at Ngai Ndethya bends near Kiongwe Market is damaged and becomes impassable during the rainy seasons. (b) Workplans, including cost estimates have been compiled for carrying out remedial work during the Financial Year 2008/2009. (c) Installation of guardrails has been included in these works and will be completed as soon as the works start. Further, the Kitui-Mutito Road, that is, Road C96 is a 46-kilometre road and is within the main Kitui District. The ... view
