11 Dec 2008 in National Assembly:
Mr. Speaker, Sir, I have already indicated that the guardrails have previously been made of metal. We have realised that metal is vandalised because it is expensive in the market. Therefore, we have decided to use pre-cast concrete. We are already doing the pre- casting in a different site and we will transfer it to the road by early next year. This will be complete by late January, 2009.

10 Dec 2008 in National Assembly:
Madam Temporary Deputy Speaker, I would like to thank the hon. Member because we have already had consultations between my Minister and him. The Question refers to roads within Kitale Municipality which is under the Ministry of Local Government. My Ministry, actually, gives funds through the Roads Maintenance Levy (RML) to the Kitale Municipality to do the roads. In this respect, we want to refer this Question to the Ministry of Local Government so that appropriate answer can be given. I would like to give a timeframe of two weeks. Within this time he will have got the response.

Thank you, Madam Temporary December 10, 2008 PARLIAMENTARY DEBATES 3991 Deputy Speaker, for granting me this opportunity to contribute to this very important Motion, that seeks to address some of the issues affecting our people during this very difficult period. I also want to take this opportunity to thank the hon. Member for Mathira for having brought this Motion to the House, to give us the opportunity to address the issues that appertain to food production and food security in our country. We, as a country, have failed to maximize our capacity to produce sufficient food from our land. Out ...

10 Dec 2008 in National Assembly:
3992 PARLIAMENTARY DEBATES December 10, 2008 Mr. Temporary Deputy Speaker, Sir, I would also like to say that as a nation, we need to have a strategic plan on agriculture. I realise that a lot of the vegetables currently being consumed in many parts of Europe and the United States of America (USA) come from Kenya. We are doing very well in floriculture, although we have seen of late, some investors moving from Kenya to Ethiopia and other countries because we lack proper incentives to motivate them. If the money we allocated this year for the importation of maize and ...

12 Nov 2008 in National Assembly:
Mr. Deputy Speaker, Sir, I beg to reply. I am aware that the road from Giakanja-Mukarara-Ihithe (D434), which leads to Gathuthi Tea Factory and other agricultural areas, is not in a very good condition. Road D434 is located in Nyeri South District in Central Province. It is a loop road which leads to Giakanja at the junction of Road C70 through Mukarara and ends in Nyeri Town, covering a distance of 20 kilometres. It covers mainly a tea-growing area. Road E580, which joins Tetu Constituency and Kinangop at Ndunyu Njeru, is the only access between Nyeri South and Nyandarua District. ...

12 Nov 2008 in National Assembly:
Mr. Deputy Speaker, Sir, the Ministry has set aside funds for the annual maintenance, but the Question had actually focused on the tarmacking. But we have funds available for making the road passable as we think of long-term solutions. Thank you, Mr. Deputy Speaker, Sir.

Mr. Deputy Speaker Sir, I beg to reply. (a) I am aware that the construction of Njabini Road, through Ol Kalou to Dundori, is behind schedule. 4 Nov 2008 in National Assembly:
Thank you, Mr. Deputy Speaker, Sir. I hope I got the question right. I wish to say that the Ministry recognises Ol Kalou as a key area in terms of agricultural produce. We will do all that is possible to complete the work within the given time. Further, Mr. Deputy Speaker, Sir, a sizable section of the road corridor conflicts with the recently established Kenya Power lines and the process of relocating depends on Kenya Power and Lighting Company (KPLC). We are, therefore, hoping that KPLC will co-operate with us so that the work can go on as scheduled. Thank ...

Thank you, Mr. Deputy Speaker, Sir. I am not aware that we are using foreign surveyors to do the survey of the roads. But if that is the case, my Ministry will address that issue.
