  • 12 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the contractor has not gone away. In fact, he is still on site. The problem has to do with his capacity to undertake the job that we have given him within the time stipulated in the contract. Therefore, he is not able to keep within our schedule which would also raise a few questions on his capacity. We are not willing to give him more work. If anything, we hope to terminate his contract and get a contractor who can deliver on time and within the specified parameters of the contract. view

What we have given him is a warning letter to show cause why we should not terminate his work. The answer that has been given does not satisfy the Ministry. After the stipulated time is over, we will terminate this contract. view

Again, it is not only 25 kilometers that have been done. However, if the hon. Member wants me to table the progress of work vis-à-vis the time taken, I will be glad to do that. view

However, in this case, the delay has been on the side of the contractor. We are, therefore, unlikely to consider that. view

Therefore, before we terminate, we have to give the relevant notices and the contractor must be given time to respond. We have done all that and I am convinced that the final termination letter should be coming out soon. view

(a) Repair of most of the roads in Lolan was undertaken and completed in accordance with the plan of the Constituency Roads Committee (CRC). However, some delays were experienced due to the long distances for haulage of gravel materials as well as the rains. (b) The contract for repair of Kapsangar-Sekuton Road was awarded in March, 2011, and as at June, 2011, money spent and the completed works was valued at Kshs476,000. It made all maintenance funds to all constituencies the same irrespective of the number of kilometres we have and the state of the roads in every constituency.   • 12 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, the El Nino is not a permanent feature. Therefore, we could not retain that kitty when the problem was not there. However, we have an emergency kitty and when we have sudden downpour and some roads are cut off, we are able to address such challenges using the emergency kitty. However, it is not enough to be able to take care of all the roads that we have in the country. view
