  • 4 Sep 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I beg to reply. I am aware that this Question has been before this House, at least, twice and that you had ordered that proper explanation be given. Nevertheless, allow me to go through the old answer and then I will be able to give the part that was missing. view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, indeed, I want to confirm that this is a class “C” road; it is, indeed, a very important road linking two very important areas. Although not much has happened in the last six or seven years, I want to assure the hon. Member that we have agreed with the Ministry, through the Kenya National Highways Authority that we will put this road on top priority to ensure that we get funding and we are able to start construction. view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, I have indicated that in our budget we had only Kshs400,000; when that money was not utilized because we did not execute the contract, it was distributed to other projects that were available at that particular time. With Kshs400,000, it would not have been possible for us to start the project. Indeed, we had put it in as a line item to make the Treasury pump in more money, so that we could commence the contract. view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, it is, indeed, true that there are certain roads of class “B” that have not been upgraded to bitumen standard. I want to assure the hon. Member that the Ministry, through the Kenya National Highways Authority, is implementing affirmative action to ensure that all roads--- The categorization of roads into classes “A”, “B” and “C” denotes the importance of those roads. Therefore, for us to have class “B” roads which are not view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, there was no discrimination. As I have already indicated. the fact that we had Kshs400,000 was sufficient demonstration of goodwill that the Ministry had, more so for this particular road. However, we are only able to work with what we have been given. Before we did the procurement or, at least advertized, we sought authority from the Treasury hoping that they would give us funding to complete this road. I want to assure hon. Members--- I started off by saying that we apologize because five years is a long time. What is important is the affirmative ... view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, I want to assure hon. Members that we will prioritize this road; in our request to the Treasury for the supplementary budget we will include this road and hope that the Treasury will reciprocate. view
  • 28 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, I have with me a Statement that was requested by hon. Langat, the Member for Ainamoi, but I realize that he is not here. view
  • 21 Jun 2012 in National Assembly: Mr. Speaker, Sir, thank you for the opportunity to participate in this petition brought by the hon. Member. At the outset, I want to say that as a country, it is a great honour and opportunity for us not only to improve the well being of our people but more so, to improve areas that have for a long time been largely marginalized. But it is important to remember that in areas in Africa where we have had oil, including in countries like Nigeria, the cost of petroleum in Nigeria is higher than in countries that do not produce oil ... view
  • 21 Jun 2012 in National Assembly: Mr. Speaker, Sir, I undertake to deliver the Statement on Tuesday, next week. view
  • 20 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that the bridge along the Tetu-Kahiga Road has been swept away. This was an old colonial structure that was overdue for replacement. (b) Estimates for the above bridge have been forwarded to the Ministry and it is estimated that a total of Kshs9 million will be required to be able to restore the bridge. Further, we have allocated a similar amount and within the next one month we should be able to complete the tendering process so that we can be able to commence the construction of this ... view
