  • 22 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I want to give an undertaking that, indeed, the planned installation of the box culvert at a cost of Kshs4 million will be given priority in the coming financial year. Procurement will start as soon as the financial year starts. view
  • 22 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, we obviously do not expect that another bridge will come down from the same area. But more importantly, it is important for us to be able to have audit of all the infrastructure that we have so that we do not have to wait until the bridge has actually come down. We should be able to anticipate breakage of the infrastructure before it happens and, therefore, do the necessary remedial works. view
  • 8 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that the Nakuru-Nyahururu Road (B5) is in need of repair and as such, my Ministry, through the Kenya National Highways Authority, has already awarded a maintenance contract and the contractor is expected to be on site in January, 2011. (b) I am aware of the damage caused by the poor drainage system from the Menengai Hill Crater. The issue has been addressed under the scope of works under the contract awarded by the Kenya National Highways Authority. view
  • 8 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I, indeed, want to confirm to the hon. Member that the scope of the works includes the following: 1. Improvement of the drainage system. 2. Grading of the road shoulders. 3. Base repairs as instructed. 4. Pothole repairs with asphalt concrete Type I. Mr. Deputy Speaker, Sir, the contract will cover the 62 kilometre stretch and the contract was awarded on 18th November, 2010. The contract sum is Kshs36,897,525. The contract was awarded to Raflo Services Limited. The term of the contract is six months. view
  • 8 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, everytime my Ministry prepares contracts, it includes the road itself and also the drainage. This is partly because without proper drainage, the road will not be in its proper state for long. However, sometimes due to constraints of funds, we are not able to do the works as required. In this case, as also in the case of Juja, we have been able to set aside funds to ensure that the drainage is maintained. Also, I wish to note that once we establish the drainage, it is the responsibility of municipal councils, when the road goes ... view
  • 8 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, indeed, I want to agree with the hon. Member that last year, we were also able to spend more or less the same amount that we have spent in this particular contract. It is becoming increasingly expensive to do these short repairs. I want to assure the hon. Member that we will be able to consider this road for re-carpeting in the next financial year. view
  • 1 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) My Ministry has undertaken the necessary measures to ensure that priority is given to all roads in the country. Nevertheless, considering the Ministry’s objective of ensuring that all roads are in motorable standards, Class C roads in Kilgoris have been funded accordingly for routine maintenance. (b) My Ministry, through the Kenya National Highways Authority (KENHA) has budgeted for the maintenance of the above-mentioned roads during the current financial year. Works on these roads will be awarded and the contractors will start their works by January, 2011. (c) Since the stated roads ... view
  • 1 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, the hon. Member has raised a critical issue which has to do with the maintenance of the roads especially those leading to areas that are of high tourist potential. I agree with him that we need to do much more. However, I also want to bring to the attention of the House that for many years, our budget has been limited. As a result, we have not been able to do the roads as we had planned. Three weeks ago, my Ministry released the Road Sector Investment Programme that clearly outlines roads that will be prioritized ... view
  • 1 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I am not aware that the contractor on that section of the road is doing a shoddy job. However, I wish to undertake to pursue that matter, and if the contractor is found to be doing unsatisfactory work, action will be taken immediately. I would also like to assure the hon. Member that my Ministry, through the Kenya National Highways Authority, will continue to supervise all works contracted under the same authority. view
  • 1 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, that is so. What the hon. Member is referring to is Class A, B and C roads, which are under the Kenya National Highways Authority. This Authority will come up with an annual work programme that will be available for public scrutiny, and on the basis of which hon. Members will be able to interrogate the works that will be done during each particular financial year. view
