What the Government has done is very good, but in reality we have lost very many elderly people in the process. In my constituency, some of the elderly use motorbikes to access this money. You can imagine hiring a motorbike at Kshs1,500 and you are going for Kshs2,000. The people are suffering. Their being imprisoned with adults is not the solution. The rehabilitation centres are there to correct behaviour and must be improved. When one is taken for that sort of correction, they are not meant to suffer. These centres ought to be allocated with resources so that children do not suffer during the correction period. However, I hold a different opinion because if we say that we are going to create so many centres, we are going to be a country of centres on papers because implementation will be a problem. Sports are very important activities for the youths in Kenya. The youths are always crying for stadia in our constituencies. They want to be supported to have these facilities. We know that it is not possible to have them in every region. As the Member proposed in the amendment, it is important and necessary to have at least one national rugby stadium for the teams in the country, so that we develop the sport. It will help us. view

Since we devolve all these functions, there are many issues that we need to look at. There are issues of preschools. In some of the counties, there are places where children learn under trees, yet preschools are devolved. It is important and necessary to review what we have done before. In other places there is nothing like electricity, yet we say that Kenya is connected to the national grid. We have that problem and let us look at how money is being used in the counties.
