  • 12 Jun 2018 in National Assembly: Thank you. I also oppose the amendment. The Equalisation Fund is provided for by the Constitution. What has been allocated is very important if we retain it. It is unfair if we reduce it while in many years we have not had sufficient money in that kitty. The Constitution made this provision so that marginalised areas can be uplifted. It is crucial to have the amendment rejected. view

Even at the national Government, we never have enough resources to engage in the development that we wish to. With this Bill, county governments will do what they were not able to do. County governments make strategic plans which they never fulfil because they do not have enough resources. view
  • 17 Apr 2018 in National Assembly: Every county government wants development for its people. This Bill will make it smooth for county governments to implement their programmers. The development agenda is very important to us. This Bill is very clear on procurement. If county governments are unable to procure, this Bill will open a window in the sense that the Authority which will be established will give advice on what to do. There are so many private partners who would like to work with the national Government and county governments. view

However, we do not have a law that allows us to work with them and get what they have. This is a very good Bill. It will help the counties to work properly. When we get problems, we contact them, but we notice that they are not even motivated to do their work. Police officers in ASAL areas have many problems. They are also family people. They need to assist their families, but if they are not taken care of, they will not manage to take care of their families and the security of Kenyans will be compromised.   • 21 Mar 2018 in National Assembly: them doing this job? It defeats purpose because they are working but they are unable to sustain themselves and help their families. It is, therefore, necessary for us to relook into their working conditions. Recently, I heard about a policeman who killed his son and tried to commit suicide, but he survived. It is important for us to look into their welfare and see how we can improve it so that the officers can take care of their families. Time has gone by very fast since we were elected in this House and this financial year is only remaining with six months. If we are given funds and do not utilise them, then it means that money will go back to the National Treasury.
