The Fifth Schedule is on the physical facilities for a private clinic and I do not know how it came about. It indicates the rooms which clinical officers are supposed to operate in. I know in the Third Reading we will amend this so as to allow clinical officers not to work on mats as shown here and practise in good facilities. The same applies with the Sixth Schedule. Mwinyi, from Changamwe to probably improve on it so that we can have a Bill and eventually an Act of Parliament. The Bill is long overdue because there has been a big confusion in the Ministry of Education, Science and Technology about the management of the education sector. Duties of parents have been spelt out in the Bill. Every parent or guardian shall show cause for non-admission of their children. If they do not take their children to school, they will be penalised.
