  • 27 Jul 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for this opportunity. I want to thank Hon. Mwadime for this important Motion. I have known him for a long time and being my brother-in-law, he has thought well to bring this Motion so that we can ventilate on it and see how best we can tackle the challenges we face in this country. Hon. Mwadime has rightly stated that water is a basic need. He comes from an area where most schools have challenges when it comes to provision of water. We are all facing that problem. Most of our school-going children do ... view
  • 8 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for this opportunity. I want to start by thanking Hon. Wamalwa for coming up with this very important Bill. For a long time, students have been doing the KCSE and KCPE and they have been ranked. It was very unfortunate when we learned that the former Cabinet Secretary for Education banned ranking without any public participation. It was very unfortunate because we have never been told what informed the banning of this ranking. I join my colleagues and friends in supporting Chris Wamalwa’s Bill because we want ranking to be brought back. It is ... view

  • 8 Jun 2016 in National Assembly: On the issue of ranking, it has improved competition for a very long time. When results are being announced every year, we are always proud as Buretians. We usually have around six schools performing so well from my sub-county. Schools like Litein Boys, Litein Girls, Tengecha Boys, Tengecha Girls, Korongoi Girls, Roret Girls, Chebwagan and several schools in my place have been competing. We have seen the mean score coming up. I know the issue that my neighbour, Hon. Eric Keter, talked about. It is an issue of accountability and cheating. Once the problem of structures of assessment is sorted ... view

Ottichilo, for coming up with a very important Motion. Hon. Ottichilo, I am surprised to learn that you are an environmentalist. I want to congratulate you and wish you well. Yesterday, my colleagues mentioned that you are running for the gubernatorial position in Vihiga. I was a constituent there. I would have voted for you The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 20 Apr 2016 in National Assembly: because every now and then, you come up with important Bills and Motions. For that reason, I want to wish you well. On issues of environment, I know it cannot be over-emphasized. It is very important to keep our environment clean because of several issues that we always see. I know a good number of Kenyans do not keep their environment clean because of issues that cannot be understood. If civic education is done for Kenyans everywhere, we will change our behaviour on the protection of our environment. They say change starts with us. If we start changing, we will ... view
  • 14 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for this opportunity. I join my friends in thanking and congratulating the President on this very important State of the Nation Address. It was inspiring to Kenyans. The President did us so proud. The Jubilee Government is doing so well on the issue of infrastructure. The Standard Gauge Railway (SGR) has started. It is already somewhere. Once complete, it will improve our economy. Hon. Temporary Deputy Speaker, on the issue of roads, the Jubilee Government is finishing the programmes that the former Government started. The number of roads that have been done is high. ... view
  • 13 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity. I want to start by thanking my friend, Hon. Jude Njomo, for coming up with this very important Bill at this time. The object of this Bill, as is clearly indicated here, is to provide mechanism for regulation of banks and financial institutions’ interest rates through introduction of ceilings. Most of us are aware that most of our banks have a lot of issues and problems. Sometimes when banks have their annual general meetings, you are surprised at the kind of profits that they make. They tell you they have made ... view

Stephen Mule for coming up with this very important Bill. For a very long time, the medical engineers in our Hospitals have been working without regulations. I want to congratulate him. I know we have a good number of products for Kenya Medical Training College (KMTC) where I also graduated. At the outset, I support Engineer Mule for coming up with this very important Bill and as my friend has rightly put it, the medical engineers will have their ... view
