As such that law cannot be applied retrospectively. Further, this particular council has certain statutory debts which pertain to obligations that are due to statutory creditors such as the Pension Fund and the NSSF. The evaluation process took place before the disposal took place. I want to assure the hon. Member that it was an open process from the beginning to the end and there is nothing sinister about it.
