• 29 Aug 2012 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) According to the layout plan, Block 107, Plot 384 Umoja II is earmarked for a community center. No allocation has been done. The site is fenced off but undeveloped. On the ground is a toilet block and tent used for religious purposes by Living Waters Church. (b) On 27th August, 2012, the council issued summons for production of ownership documents followed by an enforcement notice for demolition/removal of the unauthorized structures as stipulated in the council by-laws. Action will be taken accordingly upon expiry of the notice. view

Member on this Floor and as such, I will peruse the ruling and then find out the circumstances under which a title was issued after there was a ruling in court. Members stormed my office with grievances, we formed a rapid response committee and itemised the issues that needed to be addressed to start the commencement of works. We at one point did not have sufficient funding but we now do have it to ensure that there is absolute completion of each of the projects. • 29 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, the duty of ensuring the operationalising of the markets is for individual local authorities that also fall under my Ministry. We will issue a circular to ensure that they operationalize these markets, because they are also a source of revenue for the local authorities. We will also do an audit to find out the ones that have been completed and not operationalized, so that we can fast-track to ensure that the respective municipalities or councils take them over and operationalize them even if they have not been officially opened. Member that I will ensure that within one week that contract document is signed; it is the one that said that the performance bond plus acceptance letter were received by the Ministry on 7th June, 2012 and the contract documents are being processed. Every time a Question comes and delays, I always make sure that I am up to speed. I want to assure this hon. (a) The reasons that made Rapido Construction Company Limited abandon the works before completion were: (i) delay in disbursement of funds by the Kenya Urban Roads Authority (KURA); (ii) escalation of prices for most of the road building materials; (iii) failure to consider contractor’s request for review of prices upwards; and, (iv) delay in relocation of services by Kenya Power and Lighting Company Limited and Nairobi Water and Sewerage Company Limited.
