On a point of order, Mr. Speaker, Sir. The Assistant Minister is misleading the House by saying that hospitals and health centres are operational while there are hospitals without staff. Why is he misleading us? I have no medicine in my constituency! Is he in order?

Thank you, Mr. Temporary Deputy Speaker, Sir. The problem of landlessness in this country has been caused by politically-correct individuals, most of whom are our colleagues here. I would like to take the issue of the land of the Duke of Manchester that was to be allocated to the landless people of Marakwet East and Marakwet West Constituencies, as an example. What happened? We were in the bad books of the KANU regime then. So, the politically-correct persons were given the land, which they in turn gave to their brothers. Mr. Speaker, Sir, I expected a better answer from the Minister, considering the fact that Marakwet East Constituency was curved out of Keiyo District over ten years ago and we do not have any Lands Officer. The officer we have currently is stationed in Eldoret Town. How does the Minister expect the Lands Officer to serve Keiyo and Marakwet districts. We also do not have the Lands Registrar in my district. That officer is in Iten. He does not have a vehicle. He has give us only a surveyor who cannot move around in Marakwet District. Mr. Speaker, Sir, the Minister is misleading this House by saying that demarcation is taking place in Sambirir and Koibatek. That was done before Independence. We do not have a Lands Office in Kapsowa. All demarcation certificates were stolen late last year. They are now re-demarcating the land. On a point of order, Mr. Speaker, Sir. Could the Assistant Minister not treat that case as an emergency? That is a young boy with a bullet lodged in his pelvis. Could this rich Government not support that boy to remove the bullet lodged in his pelvis while it carries out investigations?

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member to say that Female Genital Mutilation (FGM) is not a sexual offence? It seems he does not know the meaning of FGM. It denies a woman enjoyment!
