On a point of order, Mr. Temporary Deputy Speaker, Sir. I really feel that the Minister for Finance should apologize. He should not use that language. This is the derogatory language I was talking about. He should apologize.

On a point of order, Mr. Temporary Deputy Speaker, Sir. I heard the Minister mention the KWS. We are talking about a KFS warder who falls under his docket. Is he trying to mislead us and yet we have lost one voter from Elgeyo Marakwet County? This is serious.

Mr. Deputy Speaker, Sir, I take this opportunity to congratulate Mrs. Mugo for the many Bills she has brought to this House since she became the Minister of Public Health and Sanitation. This particular Bill on breast milk has come at an appropriate time; we know that we have developed so much and many women are employed, and so they forget to breast feed their children. Mr. Temporary Deputy Chairman, Sir, I support the amendment by hon. Githae, so that the Director General can have the powers. Mr. Temporary Deputy Chairman, Sir, the work of the Council is like duplicating the work of the Public Service Commission (PSC). If there is any disciplinary case and somebody is not satisfied, then they can be referred to the PSC. Otherwise, the Director- General will not control. We are also not going to change overnight because people will start lobbying. If somebody makes a disciplinary case against them, they will go, who is that? If it is the Secretary ...

Thank you, Madam Temporary Deputy Chairlady. I rise to oppose the amendment of hon. Langat because it is already taken care of in Clause 16. We are an African society and where we come from, we have many dependants. The more prominent you are in the society, the more everybody becomes your relative and the salary that you will earn will not be enough. If you are able, you can take a loan and invest in a business somewhere so that you can support the extended family, which is the nature of Africans. So, I propose that we delete Clause ...
