Thank you, hon. Speaker. I would like to support the adoption of this Report but with a little pinch of salt. The operations of TSC and the Ministry of Education have a little disconnect, especially on the management of the schools. It is good that we now have a full Commission that will interface with the Ministry of Education to make sure that the administration and management of schools is streamlined; and that, the principals and headmasters have clear responsibilities. Hon. Speaker, we need to take this matter very seriously. There is no point why we should appoint people from the same community and yet, we have a diversity of communities here. That is what we need to celebrate. Why do we have two or three people from the same community appointed to the same Commission and yet, we have a diversity of communities that we could interact with to celebrate the diversity of communities and the culture that we have?

There is a lot of confusion as to where county governments should come in. Before people and county governments understand what they are supposed to do, time will have lapsed. A lot of schools will have collapsed and a lot of roads will be rendered impassable. So, it is very important that, as Parliament, we do something to make sure that CDF stabilises and continues to be the mitigating fund that it is. Constitution are alive to the fact of implementation of CDF development initiatives. This is what we will lose if we allow this Fund to go away. Of course, there is the issue of accountability. Members of Parliament, being representatives of the people and the main oversight arm of Government, feel obliged to account to the citizenry and to the electorate. That is actually a guarantee that there will be accountability. Indeed, the citizens have the opportunity to vote out a Member of Parliament if he does not represent them effectively in matters of CDF.

We need not lose on the gains that have been made by literally following the views of other people. We need to consider the ruling of the court, analyse it and seize the opportunity to realign where we need to. That is why I support this Motion, but the ultimate idea is that Members of Parliament should oversee. The CDF should be a facility that the citizens can interact with and initiate their own development using it. I support this Motion.

Thank you, hon. Deputy Speaker for giving me the opportunity to contribute to this Bill. Hon. Deputy Speaker, this being a constitutional Bill, it is very important that it is passed, so that the Office of the Auditor-General can start operating under the proposed new law to enable it carry out its functions as provided in the new Constitution.

We should support this Bill because it will give the Auditor-General independence to initiate work, co-ordinate and sue the persons concerned. In this country we have been talking about impunity and wastage of public funds. We have also been talking about underperformance because everywhere you go, you find stalled projects. These stalled projects represent the wasted opportunities for this country. They are also a representation of stolen opportunities and funds.
