We also have partnerships and performers in the private sector who initiate corruption practices. The Auditor-General should have the freedom and powers to sue such institutions. I had the opportunity to travel with hon. Muchai to Mombasa and I had moments together with him. The memories of what he said will remain very clear in my mind for a long time. Senator Kajwang’ is our brother-in-law and he has never hesitated to associate himself with Shinyalu. I want to observe that the Kenyan populace has been denied essential service by the absence of the Commission. The Commission should be in place, so that the Kenyan public can get education services, which are fundamental. This has taken a long time. We have issues pending like the recruitment of teachers. We are now experiencing a deficit of more than 90,000 teachers and decisions on this have not been made comprehensively because of the fact that the Commission is not in place. Upon her initial retirement, she took up teaching duties at the Kenyatta University (KU), where she served efficiently. We think when she brings her experience to Teachers Service Commission (TSC) we will serve Kenyans effectively. Hon. I would like to commend a Minister for Water and this House in 2002 when they came up with water sector reforms. This provided a basis for improvement of water provision. We have many times spent a lot of money in managing our infrastructure like our rural roads. When the rains come we are happy because they enable us to have food. However, the rains wash away roads.
