  • 24 Nov 2021 in National Assembly: THAT, Clause 2 of the Bill be amended by deleting the definition of “Tribunal” and substituting therefore the following new definition— “Tribunal” means the Landlord and Tenant Tribunal established under section 4;” view
  • 24 Nov 2021 in National Assembly: The import is very simple; it is about definition, because two tribunals have now been put together. So, we are saying that then to defer the tribunal established under the legislation to the right section so that it reads: “Tribunal means the Landlord and Tenant Tribunal established under Section 4.” I thank you view
  • 10 Nov 2021 in National Assembly: Thank you, Hon. Deputy Speaker. As provided for in our Standing Orders that we make some comments, I thank you for giving me this chance. As they do that and as I support what Hon. Sossion is asking on the causes of these burning of schools, I am helping or urging the Departmental Committee on Education and Research to look at this issue called delocalisation. I think the negativity of delocalisation is actually maturing. So, as much as they look at the other issues and also concentrate on the students, I want them to look at that. It is because, ... view
  • 10 Nov 2021 in National Assembly: It is close. This is very close to unrests, and I am giving my reasons, Hon. Deputy Speaker. view
  • 9 Nov 2021 in National Assembly: I thank you, Hon. Speaker, for giving me this opportunity to weigh in on the matter. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 9 Nov 2021 in National Assembly: Reviews are compulsory—that is the truth—whether to increase or reduce. Therefore, number one is that the review must be done. But, then, what guides the review? This is my suggestion: In terms of people coming to the House and lacking seats; that should not be the reason. I have been in this House and I have never seen anybody coming and missing a seat. That is the truth. Nobody. These are sufficient seats, except in one instance when we are doing that Motion on some Report of the Departmental Committee on Administration and National Security. That is when I saw ... view
  • 9 Nov 2021 in National Assembly: That is the truth, and this is Parliament. It is not right if we come to the House and lie to ourselves that we should not review and people go to tea when we leave here. You follow them. They will be having no masks. In fact, there was an example in one of the newspapers. What was happening was that this person was showing a caricature of Kenyans discussing Tanzanians not having masks. Do you know how they were wearing? They had masks on their chins and discussing how Tanzanians do not have masks. The Kenyans themselves did not ... view
  • 19 Oct 2021 in National Assembly: Thank you, Hon. Speaker. With regard to the Statement Hon. Oundo asked for, I invited him to my Committee and he came. I think Hon. Oundo should have started like that in good faith. Chairpersons are not super human beings; they are Members of Parliament like the rest of us. We should begin from a point of good faith. Hon. Oundo came and was unsatisfied with the response. The Committee agreed with him. We asked the Ministry to come up with a proper Statement, which they did, and I forwarded it to Hon. Oundo. I was waiting for Hon. Oundo ... view
  • 19 Oct 2021 in National Assembly: he ends up lamenting on the Floor of the House. That does not help. It is not for his interest; neither is it mine. It is for the interest of the people of Kenya. I was waiting for him to say “Yes, Hon. Chair. It is fairly satisfactory and I can have it for purposes of reading.” If he is not satisfied, it is still within the timeframe where my Committee can refer it back to the Cabinet Secretary and tell him that the Statement is not satisfactory. I would then bring Hon. Oundo and the Cabinet Secretary together. Otherwise, ... view
  • 19 Oct 2021 in National Assembly: Thank you, Hon. Speaker. I will read it now that he has indicated that he is satisfied. I hope that when I read it, he will not raise any dissatisfaction. It has to be on record because some people want to gain what we call “political bonga points”, which is okay. I will do as you have directed. view
