  • 5 Jun 2013 in National Assembly: Thank you, hon. Speaker, Sir. I was saying that the Cabinet Secretary is being appointed at a very important time in this country when most Kenyans are feeling insecure. Most Kenyans are looking at new methods and ways of addressing this issue of insecurity. I would like to urge him to think outside the box. I would like to urge him to come up with new methods of bringing our country to peace. I would like to urge him to go out of the norm. We have known what has been the norm. He has also read and seen what ... view
  • 23 May 2013 in National Assembly: I am here. You have not seen me. Maybe, I am too short but thank you, hon. Speaker, Sir. Pursuant to Standing Order No.44(c)(2), I wish to request for a Statement from the Chairperson of the Departmental Committee on Transport, Public Works and Housing regarding the current state of roads in the Pokot area that were destroyed by the recent heavy rains. Political and other leaders were promised an emergency allocation of funds for urgent repair by the now defunct Ministry of State for Special Programmes due to inaccessibility of the area which led to the loss of large quantities ... view
  • 23 May 2013 in National Assembly: (i) Clarify to the House whether the emergency monies promised by the Permanent Secretary, Special Programmes to Pokot leaders for fixing roads destroyed by the rains in the entire Pokot area were forwarded and, if so, what has been done so far, specifying the roads that have benefitted. view

  • 23 May 2013 in National Assembly: Hon. Speaker, Sir, it is my prayer that this assurance will be given urgently so that Pokot residents can resume their normal lives after the rehabilitation of the dilapidated roads. view

  • 23 May 2013 in National Assembly: Yes, hon. Speaker, Sir. I am not happy because it was an emergency. The roads were damaged by the rains. Milk is not being transported to the markets. How can it take two weeks and yet, the issue was raised two months ago? You see it is an emergency. How can it take two weeks or, maybe, the Chairman is getting used to the office? This is an emergency. Could you direct that? view
  • 21 May 2013 in National Assembly: Hon. Deputy Speaker, I rise to oppose the Motion. The concept, the spirit and the idea of coming up with this Motion is very good. My opposing it is aimed at helping the Mover to reconstruct the Motion, which is very important. The subject is very important. Agro-based parastatals cut across the country. For example, the Kerio Valley Development Authority (KVDA), which is based in Eldoret is owned by more than six counties. We have the Pyrethrum Board of Kenya in Nakuru, but even people in West Pokot have ownership in that parastatal. The KVDA Building is a property of ... view
  • 24 Apr 2013 in National Assembly: Hon. Deputy Speaker, if you did not make the ruling that you were applying the principles of the Constitution in terms of regional balance, I do not know when we would have talked. I thank you for being elected to your position; I also thank the Speaker of the House. I also take this opportunity to thank the people of Pokot South for having confidence in me and electing me to be in this position. view
  • 24 Apr 2013 in National Assembly: On the Presidential Address, I want to say that I appreciate it. Many the people have called it too ambitious, but I want to say it is about gap filling. It would be wrong to say that the view
