I thank you, Hon. Speaker, for giving me this opportunity to make a response to the Statement raised by my friend, Hon. Kathuri Murungi. I have already shared the Statement with him. He raised two questions. Number one is: Could the Government consider giving university and college students more time to organise their travel and by extension give them clear messages as they travel home? Remember this Statement was raised during the time when parts of the country were closed due to COVID-19, namely, on 30th March 2021. I raised this on the same day and I said that the ...

Thank you, Hon. Deputy Speaker for giving me this opportunity to contribute to the Tax Laws (Amendment) Bill, 2020. From the outset, I support this, of course, for purposes of cushioning the people of this country. I want to raise a specific issue with the deletion of the proposal and I am hoping the Chair of the Departmental Committee on Finance and National Planning might have taken this into consideration. The deletion of Section 22(c) of the Income Tax Cap.407 will affect home owners. This is very critical to be understood. In this country, we have affordable housing as one ...

Finally, I would expect that we concentrate on removing tax on masks. Masks are going to be the second normal or the new normal in this country. It is not debatable. For the people of Kenya to know it is not debatable to wear masks, it will be almost compulsory in our lives. How many years to come, months or weeks is the new normal? Therefore, we would have expected this to be zero-rated and even given out for free. I went to a chemist to buy masks for my family and they sell 25 pieces at a minimum of ...

I thank you, Hon. Temporary Deputy Chairman. Because this is on transport, I support the Chair of the Departmental Committee on Finance and National Planning. This is a Government that works together and in the same spirit, it is to create equitability. That was actually the main aim. Taking the threshold too high will remove many people. Therefore, we might be misunderstood that we are making laws for some few individuals. I thank my colleague, Hon. Limo. I support.

The amendment seeks to empower the Cabinet Secretary to make regulations regarding the mandatory inspection by the Authority. They had put it differently in the Bill. They were giving powers to the CS to make regulations in a different clause and yet, it is already provided for under Section 42 of the main Act. Therefore, we are just re-organising and taking it to where it is in terms of the CS making regulations. Secondly, Temporary Deputy Speaker, we have become even more specific. We are giving two regulations: one on building code and the other on mandatory inspection. It is ...
