Kenyans are saying that we are forcing people to use the SGR. What was on the Floor of the House recently was between us – the Departmental Committee on Transport, Public Works and Housing and other Members of Parliament. • 5 Mar 2020 in National Assembly: As I conclude my contribution, I want to appeal to Members to agree that we make our country a better one in terms of doing business by approving this Bill with amendments that will come at the Committee stage. Otherwise, this is a very important direction that we are taking. As a Committee, we are saying that we should not force people, but rather, we should give them incentives, so that they are motivated to go a certain direction naturally. In any case, this is a democratic country. view

It is true this is provided for under the Fourth Schedule because it is a function of the national Government. So, this Bill is attempting to give those functions to the county level. view
