  • 11 Jun 2019 in National Assembly: The National Treasury promised to mop up resources from slow moving programmes to bring to these roads. It was Kshs30 million per constituency and it was passed in this House. So, where is the money? We do not know where it is. So, the question from my committee is: “Did Treasury lie to us by giving us money that we did not get and yet the problem is still there? Those are issues that we need to prosecute as a country, but to live with a budget deficit of Kshs130 billion in terms of roads is unsustainable. That is on ... view
  • 11 Jun 2019 in National Assembly: On transport, yes, we agree with the Budget and Appropriations Committee. They have agreed with us to pass a budget of Kshs93 billion and to concentrate and focus mainly on the airstrips. We want to put all these things together and even reform the aviation sector. You will see tomorrow when I table that report. So, I plead with the House to agree with us. In Housing, we are doing very well. In fact, we have already started the low cost houses here in Nairobi. Therefore, that is moving very well only that there is that small problem of the ... view

Speaker, I beg to give notices of the following Motions: THAT, this House adopts the Report of Departmental Committee on Transport, Public Works and Housing on its consideration of the Protocol to Amend the Convention of Offences and Certain Acts Committed on Board Aircraft (Montreal, 2014) for Ratification, laid on the Table of House on Thursday, 6th June 2019, and pursuant to Section 8 of the Treaty Making and Ratification Act, 2012 approves the Ratification of the Protocol to Amend the Convention of Offences and Certain Acts Committed on Board Aircraft (Montreal, 2014). view
  • 9 May 2019 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity to make contributions on the Statute Law (Miscellaneous Amendments) Bill. On the outset, I think the Executive needs to hold some preliminary consultation before they bring this Bill, in as much as we want to support Government business. After we called some agencies for public participation some of them disowned the Bill and said they did not know where it came from. So, it was our responsibility to say where these amendments came from. view
  • 9 May 2019 in National Assembly: Hon. Speaker, Standing Order and the Constitution give the Chairman an opportunity to interact with the clients and the public through public participation. So, we have a right and as I talk, I am doing so from a position of authority. The Leader of the Majority Party talks to us because when he is doing public participation he does so primarily with us as chairs. It is true that we are the ones who are interacting with the people. Where the rubber touches the road, it is the chairmen. You know that, Hon. Speaker, and you gave us that power. ... view
  • 9 May 2019 in National Assembly: The Government is the biggest importer of what they call government building materials. The people of Kenya stand to lose. The Government wants to introduce a very good thing to allow Kenya Shipping Line to operate like any other shipping line but the Merchant Shipping Act, in terms of provision, does not allow the Government of Kenya to own a ship. Why would you block the Government from owning a ship? Where on earth has that happened? It is only in this country. The governments of many countries have ships. So, why do we want to blame and block our ... view
  • 9 May 2019 in National Assembly: Hon. Speaker, the person who wanted to raise a point of order is on record opposing the amendment. So, he wants to oppose it. Let us be honest. On transport, I will tell you and the people of Kenya the problem we have in matatus and buses and hiking fares. If you are going to Kisumu, you pay fares which you might not even afford. If you are going to West Pokot, where I come from, you pay fares which you cannot afford. The Government cannot control those fares. The people of Kenya are at the mercy of what I ... view
  • 9 May 2019 in National Assembly: country must have a ship. It must. Do not ask me what happened yesterday. I was not there but today I am the Chair of the Departmental Committee on Transport, Public Works and Housing. I am responsible. He is a Kenyan. He is responsible. We want to break a record of being the first House to enact a law that helps our country to buy and own a ship. It is history. It is something good, but the amendment, as has been drafted, might not be leading us to that road. That is why we are open for public participation. ... view
  • 28 Mar 2019 in National Assembly: Thank you, Hon. Speaker. I will limit myself. This is a very important question particularly for us, Chairs. If you are to go the way Hon. Millie is suggesting, that we use strictly Standing Orders, it will appear like we are demeaning our own colleagues before witnesses. If you go to Standing Orders and you want to throw your own colleague out, throwing out a Member from the Floor of the House and throwing him out of the Committee is different. On the Floor, we are all colleagues but in committees, there are witnesses. They will lose value. They will ... view
