most of these people who presented memoranda or who appeared before my Committee agreed with most of the proposals. However, when we retreated, we also looked at their proposals and as a Committee we realised there might be some few gaps. We are proposing to fill those gaps as a House. What did we discover? We discovered that this child is almost born. These institutions are almost being created; that is, the cities, municipalities, towns and markets. But what might have been forgotten is how the kid will be fed. There is no breast milk for this kid to grow. ...

urbanisation in this country. Seven, management and administration of towns and municipalities that cut across two counties. Eight, any other purpose that will enhance development and promotion of urban development programmers that may be determined by the Director of Urban Development and Management in this country. the management of that town returns to the national Government. So, this is a condition so that they know it is not forever; they will not sit on it or take their easy or sweet time. They will know there is responsibility upon them given by the people of Kenya through this honourable House.

Thank you, Hon. Deputy Speaker for giving me this opportunity. People ask me what my other name is but that is my bull. They can come to me later. I agree with the Committee on Delegated Legislation. People are accusing them of annulling all these regulations. I agree with them that this is in order. I have also talked to them and there is one reason, namely, the parent Act. The KCAA and the KAA are domiciled in my Committee. The parent Act only recognises two shareholders in that Fund, namely, the KAA and the KCAA. Where is the other ...

I advise the ministries, if they are listening to us, if they cannot consult the Committee on Delegated Legislation, then they should do the honourable thing of consulting the responsible Committee, so that we can work out these things and avoid wasting time. I agree with the Committee 100 per cent. This is a good job well done, Hon. Shollei.

On public participation, amendment on Section 68, there was public participation which I also participated in. Even the Central Organisation of Trade (COTU) Secretary-General participated. Let us reason together to help Kenyans. This is affordable. It was well thought out. It went through the process. Let us reason together. The Fund exists. The National Housing Corporation exists. It has an office in Nairobi.
