I want to plead with Hon. Members to read the Report, as you have said. People know how Bills are done. When it was committed to the Committee, we advertised for public participation. It is provided for in the law. I want to ask Hon. Members to look at the newspaper which advertised for public participation. It gave enough time for people to make contributions. We agreed as a Committee. We have proposed an amendment and I will table it during the Committee of the whole House. We decided to let the Cabinet Secretary (CS) for Transport, Infrastructure, Housing and Urban Development to continue chairing the Nairobi Metropolitan Area Transport Authority, but the vice-chair should be one of the governors of the five counties on a rotational basis for one year.
