On a point of order, Mr. Speaker, Sir. The Minister alluded that these people went into the forest after the post-election violence. Is it in order then for him to call them invaders while we know that all those who were displaced after the post- election violence are Internally Displaced Persons (IDPs)? Could these people not be regarded as IDPs?

Mr. Speaker, Sir, the Minister says that Members are entitled to one security officer. Hon. Karua is a Member of Parliament like me. Why does he say that Members of Parliament should have one security officer while others have up to five security officers? Why donât you say that they are entitled to one to five security officers?

Thank you, Mr. Speaker, Sir. The problem of delay in payment of pension is not only confined to Taita Taveta District. It is all over the country. In many cases, teachers fulfill all the requirements; they fill all the forms which are taken to the Teachers Service Commission (TSC). However, payment still takes very long. Teachers make several trips to Nairobi to push for the payment. The forms do not move unless the teachers have come back to Nairobi. Mr. Deputy Speaker, Sir, the Assistant Minister has mentioned that they privatised A.I. services in the 1990s, and farmers were to buy semen and use it themselves but that approach has not been successful in rural areas. It has only been successful amongst commercial farmers. When is the Assistant Minister going to introduce A.I. services in districts where breeding of livestock has gone down and farmers cannot afford to pay, as commercial livestock farmers do? When is he going to give us a subsidised price and have the technical staff in the districts to carry out A.I services?
