  • 5 Sep 2012 in National Assembly: Mr. Speaker, Sir, could I know from the Assistant Minister whether there are any arrangements the Ministry is making for all employees of board of governors to have a contributory retirement scheme for all of them? This will mean that the BOGs will be deducting money from the employees and also make their contributions. This should then be taken to a consolidated fund within the district and the Ministry should spearhead the formation of such funds to benefit employees. view

From the outset, I would like to congratulate the Minister for introducing these changes as they are going to improve the future plants and varieties. As has been said by other hon. Members, seeds are very important in crop production. Without good seeds you will not have a profitable farming. It is right that we amend the necessary laws in order to improve seeds. Madam Temporary Deputy Speaker, KPCU, as has been mentioned, has had a long history in the coffee industry in this country. Its problems actually started after the liberalization policies in the 1990s. Subsequently, there was emergence of new millers and farmers moved to them, thus, affecting the market share of KPCU.
