Mr. Deputy Speaker, Sir, are there any plans to carry out cancer screening in hospitals? It is known that if cancer is detected early, it can be treated. Is the Government doing anything to ensure that there is regular and routine cancer screening for mainly the most common cancers like oesophagus and cervical cancer? The Government should put in place measures to ensure that people are tested for the common cancers and if they are detected, they are treated. Are there any plans by the Government to do this?

Mr. Temporary Deputy Speaker, Sir, the Assistant Minister said that he cannot give a timeline. If the Judiciary is really serious, and that they are undergoing reforms, they should be able to give timelines on what to expect. A lack of timelines shows that there are no reforms taking place. If there are reforms taking place, we should have timelines indicating when we should expect what reforms to have taken place. So, he should tell us what timelines he has for all the reforms.

Thank you very much, Mr. Temporary Deputy Speaker, Sir. This issue is also touching on my constituency because I have several schools. Some of the schools were built on forest land in the 1950s and they were not excised officially. Since these schools and hospitals have been there for many years and the forest cover in my constituency is over 20 per cent, which means that we are safe. Could the Ministry as one of the benefits to the communities living around forests, waive these charges which are under the special licence? Could the Ministry waive them so that communities ...

Thank you, Mr. Temporary Deputy Chairman, Sir. I will oppose this amendment and support what hon. Bahari has said. When we have three groups, we might dilute their effectiveness. I think the way the three chairmen will conduct vetting will be very different. So, we need to have one vetting committee instead of having several of them because people do not behave the same. I do not know if they will all be subjected to the same vetting, so, we should have only one committee to vet.

Madam Temporary Deputy Speaker, I would like the Assistant Minister to tell this House whether they have produced any management plan for Mt. Kenya Forest, and any other forest in the country? The CFA was supposed to work hand in hand with the KFS and come up with a management plan on where there is plantation forest and where there is natural forests to be conserved. Do you have any management plans?

Mr. Speaker, Sir, the Minister has mentioned that he may put aside some money in the Financial Year 2012/2013. I know he may not be able to finish within that financial year. How much has he set aside, particularly for these houses in Kapsabet in this financial year?

Thank you very much, Mr. Deputy Speaker, Sir. There are very many roads which are of “C” class like this one which are not being maintained yearly. What plans does the Ministry have to ensure that the roads are included in the Assistant Minister’s work plan annually, because they are very important and busy roads? These roads should be maintained annually.

Mr. Deputy Speaker, Sir, I would also like to commend the Prime Minister for the elaborate and comprehensive Statement. My concern is on the landslides which are very common in my area. I would like to ask the Prime Minister if the Government can identify areas which are prone to landslides and take mitigating measures by relocating the people to settle elsewhere instead of waiting until it happens and kills people. These people are willing to move out if an alternative land is found and they can surrender their land to the Government to use it as a forest or ...
