Mr. Temporary Deputy Speaker, Sir, I would like to ask the Prime Minister to clarify what he meant when he mentioned that if the MRC renounces some of the issues they have brought up, which are not acceptable, he can negotiate with them. This body is banned. Do you not think it would be illegal to still negotiate with a banned body even if they renounced their membership?

Could the Prime Minister further clarify whether the Government feels that there are specific problems associated with the Coast which the Government needs to take action on? Why should the Government not form a Commission to investigate and get a report so as to take affirmative action to correct this problem?

Mr. Deputy Speaker, Sir, could the Assistant Minister consider giving incentives to investors either local or foreign to encourage them to exploit these minerals where they are mined and create wealth in those areas; he would do this by giving things like tax incentives and other incentives which will encourage people to invest in the areas where the minerals are? Has he thought of doing that?

Mr. Deputy Speaker, Sir, the role of the Government is to guard the downstream water rights and it is there in the Act; that people living downstream must get water flowing. I want to request the Assistant Minister whether they can redesign the dam such that it can only hold flood water. The flow of the river should not be abstracted by the dam. Could the Assistant Minister redesign the dam so that he allows the water to flow? The dam should only hold flood water.

Could he say how much the price of fertilizer would be for this year? Is it going to come down or will it be the same as last year?
