Thank you, Mr. Speaker, Sir. When the youth apply for money from the YEDF, it takes a very long time for their applications to be approved and for them to get the cheques. What is the Ministry doing to fast-track the processing of these loans, so that it does not take long? Could the process be devolved, so that applications can be approved within every constituency, rather than bringing the applications all the way to Nairobi?

Madam Temporary Deputy Speaker, the Assistant Minister says the KCC, which was under receivership was bought by the Government. If it was bought by the Government 100 per cent, then it is the responsibility of the Government to pay all its liabilities, including the employees retirement benefits and their SACCO contributions.

The reason is that we want a law that is going to serve all of us, and which the legislators in this House will be proud to support. We should not be afraid of science or afraid to move forward. Thank you very much, Mr. Deputy Speaker, Sir. The number of police recruits vary from district to district. What criteria does the Ministry use to determine how many are recruited in each district? What are you doing about the alleged corruption? It is alleged corruption but, in reality, there is corruption in the recruitment of police officers.
