  • 9 Nov 2011 in National Assembly: Madam Temporary Deputy Speaker, I would like to thank the Assistant Minister for the answer. The Ministry promised in this House, sometime in 2005, that it was going to take over the running of the ECD in 2009. However, it has not yet done so. He has mentioned the amount of money required for paying the teachers and also the capitation grant. Why can he not start with the payment of teachers so that the capitation grant waits and it could be implemented in phases? The Treasury may not have all the money. Why could he not start with the ... view
  • 9 Nov 2011 in National Assembly: Madam Temporary Deputy Speaker, could the Assistant Minister tell us how he intends to recruit the ten teachers per constituency. What criteria will he use because they are too few for a constituency? view
  • 3 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to say on the outset that I am satisfied that the candidates who have been nominated will do a good job. I am a Member of the CIOC, and we have been involved. I think the panel has tried although there were some misconceptions initially. It was not very clear initially but after going through the vetting report yesterday, I got satisfied that the people who have been selected will deliver. So, I believe that we are moving forward. I hope that the next election will be different from all other elections. I ... view

  • 6 Sep 2011 in National Assembly: Mr. Deputy Speaker, Sir, I wish to apologise for coming late. Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Defence the following Question by Private Notice. (a) Under what circumstances did Senior Sergeant Jonathan Kipkosgei Kangogo (Service No.69359), an officer in the Supplies Section at Kahawa Garrison, disappear while on duty in Wajir on 24th June, 2011? • 6 Sep 2011 in National Assembly: Mr. Deputy Speaker, Sir, I would like to thank the hon. Assistant Minister for the answer. However, it is not clear how Sergeant Said Abdulaziz Haji was able to be released and the other two were not released. Could the Assistant Minister inform the House why the two disappeared and the vehicle was recovered and Sergeant Haji was released? Was it a conspiracy by Sergeant Said Haji or what happened? view
  • 6 Sep 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. The Assistant Minister has said that the soldier who escaped together with the vehicle was hurt. Does it mean that the interception by the TFG was by force and they were shot at? This raises the possibility that the two missing soldiers may have been killed or what might have happened? The Assistant Minister should be able to confirm this. How was the other soldier hurt? Was he beaten or what really happened? This is because the Assistant Minister is with Mr. Haji. view
