  • 25 Sep 2024 in Senate: The cooperatives movement, especially the agricultural one, can even be found in North Eastern. There are farmers who used to come see me in office, all the way from North Eastern. They run a serious co-operative there. There are farmers in Mandera, Garissa and along the rivers. There are other activities like herding cows that are in the cooperative movement. This cooperative movement is also strong in China, but best practices are found in Europe, the Nordic countries. There are milk and transport cooperatives and that is how we borrowed the Matatu SACCO. They are not SACCO but they have ... view
  • 24 Sep 2024 in Senate: Mr. Speaker, Sir, I would like to make a brief comment on the request by Sen. Kavindu Muthama on stalled projects in the counties. It is not just in Machakos County, but there are many stalled projects in many counties. This originates from the fact that counties have not received money for quite a while. In this House, we have a proposal to reduce the funding of the counties. We stand for devolution because it is very important. At all times, the national Government is the collector of taxes. So, whenever there is a shortfall of revenue, it should not ... view
  • 24 Sep 2024 in Senate: more expensive they become because the contractors are on the ground. This is also associated with pending bills. The more you have debts, the more it becomes difficult to pool the resources we have together to develop the counties much better. Mr. Speaker, Sir, I support the statement. There must be a consultative effort from the county governments and the national Government to make sure that all stalled projects, including Thwake Dam, are revived and completed so that we do not incur more expenses with the county. I thank you. view
  • 19 Sep 2024 in Senate: Thank you, Mr. Deputy Speaker, Sir. On issues of enforced disappearance, before the President, His Excellency Dr. William Samoei Ruto became President, he said that no more people will be found dead in River Yala. We have now found people dead in Quarry. The worst that can happen to a Kenyan is to disappear, and then your family makes an application for habeas corpus, it goes to the court, and then the court is not given the person whether dead or alive and that becomes the end of that family. That means the The electronic version of the Senate Hansard ... view
  • 19 Sep 2024 in Senate: family will never know where their kins are. That is in the department of the Executive, particularly the National Police Service. I urge the Acting Inspector General of the National Police Service because he is aware it. If he wants to get away with this because he has been convicted by the court, then he should produce the bodies or the persons alive. He will then purge the contempt and everything will go well. The moment you are contemptuous before a Judge, you can only go back to that judge. The only way to purge the contempt is to comply ... view
  • 19 Sep 2024 in Senate: Mr. Temporary Speaker, Sir, on a point of order, I would like to rise under Standing Order No. 41 on Quorum. This matter is so grave and important for every single county and it has to proceed when there is a full quorum of the House. view
  • 19 Sep 2024 in Senate: I have also applied it under the Standing Order No.39. The quorum should be 15 Members. view
  • 17 Sep 2024 in Senate: Thank you, Mr. Speaker, Sir. I had prepared myself to make comments on Sen. Sifuna's matter, but unfortunately, from your ruling, then I am unable to proceed. view
  • 19 Aug 2024 in Senate: Thank you, Mr. Temporary Speaker, Sir. About the fire in the County Assembly, she already provided a video of her home. Is there any evidence that the County Assembly ever caught fire? If it did, how come she still went to spend the night there and use the Chamber the following day? Secondly, on the diseases of the cows, I believe these cows are owned by individuals and are associated with a co-operative society. When a disease breaks out, do the owners of the animals seek their private vet or they take the long process, where they go to the ... view
  • 14 Aug 2024 in Senate: Thank you, Mr. Speaker, Sir. I had an opportunity to participate in a Select Committee and I also watched the debate go on, on the Floor of the House. In my assessment as a legislator who has been in this House for quite a number of years, there is nothing wrong with the names which have been proposed. There are in fact very well- balanced opinions from the country. Mr. Speaker, Sir, it is better to have the plenary deal with this matter, bearing in mind that we have had Governor Kawira come here twice. view
