The County Boundaries Bill, 2023 was previously County Boundaries Bill, 2022 and it was caught up with Parliamentary time. It had been moved by the now Governor of Makueni, who was then Sen. Mutula Kilonzo Jnr.   • 20 Mar 2024 in Senate: complained without justification that, in fact, they wanted to pay levies to Taita Taveta County, yet they are in Makueni County. When it went to Mombasa courts, the court stated that it had no jurisdiction to deal with the matter and referred the matter to the National Land Commission (NLC). The NLC was unable to deal with the matter for lack of jurisdiction and was sent back to the courts. The court then decided to deal with the matter of the levies alone. That sort of an idea is criminal and that person should be dealt with in an appropriate manner that a criminal is dealt with, so that people co-exist peacefully. Mr. Temporary Speaker, Sir, while still on this particular matter, on the other side of Taita-Taveta, the last polling station is somewhere in the park. It is even kilometres away from Mtito Andei. Recently, we visited the county and the different committees of this House went on different missions in the county to deal with matters that had come before this House relating to the county. The Lamu Port-South Sudan-Ethiopia Transport (LAPSSET) Corridor Project is a major project running all the way from Lamu County to South Sudan. It deals with providing easiest transportation and eradicating many challenges. Wind and waves in Lake Turkana could be used to generate electricity. Sen. On a matter which generates a lot of interest like this particular one, the Chairman will ordinarily allow as many as possible to comment so that out of that, Members could make a clear decision whether to amend further or to remain with the same position when we vote.   • 12 Mar 2024 in Senate: Mr. Temporary Chairman, Sir, this particular amendment begins to contradict the whole purpose of the housing. It goes on to create a situation whereby some people get more privileged than others. It creates discrimination, where you may enrich some people more than others. There should be a way of limiting to make sure if it is affordable housing; it is a unit for everyone across the board. If you have to do round two, then it balances. You do not begin round two when somebody else does not have a house yet and they are deserving. So, it is discriminatory. ... view
