  • 2 Apr 2025 in Senate: Secretary for coming up with the new cooperatives law because this will deal with the governance in individual cooperatives like Kimuri. Bearing in mind that the budget to Cabinet Secretary of Cooperatives has remained tiny over the years and also bearing in mind that the counties where they are dealing with cooperatives as a devolution strategy is also underfunded, what will do about situations like those in Kimuri. Do you have some other sources of funding, you know like international funding, interested people in the cooperative movement worldwide who really want to support the Kenyan cooperative movement, so that you ... view
  • 1 Apr 2025 in Senate: Mr. Speaker, Sir, I am one of Members of the Committee on Delegated Legislation. This is my 13th year in that committee. One of the biggest challenges we have faced as a committee is that there are quite a number of Acts without regulations. It is impossible to implement an Act without regulations by a Cabinet Secretary in charge of a particular Ministry. view
  • 1 Apr 2025 in Senate: One of the biggest challenges right now are the digital health regulations. That is what has made it difficult for the Social Health Authority (SHA) and the Social Health Insurance Fund (SHIF) to work. I am happy that they have now been placed before our committee. Probably, we are going to look at them this week with the new Cabinet Secretary, Hon. Duale, to make sure there is a way to implement the digital part of the operations of the Ministry of Health. That has been a big challenge. You can imagine what would happen if there are no health ... view
  • 1 Apr 2025 in Senate: Another challenge which comes with the Statutory Instruments Act is that many Ministries seem not to understand them. I am happy that this particular amendment has been brought. All that Ministries ... view

  • 20 Mar 2025 in Senate: Thank you, Mr. Speaker, Sir, for giving me an opportunity to comment. I wish to begin with a Statement by Sen. (Prof.) Tom Ojienda concerning delayed flights of KQ. Kenyans indeed travelling can get very inconvenienced. This happens when something goes wrong with an aircraft or it fails to take off from another destination and, therefore, disrupts the rest of the events of the flight. Also, a flight takes off, develops problems airborne, and comes back. That happened one time with a flight to New York. People were stranded at the airport, although efforts were made to make them comfortable ... view

  • 20 Mar 2025 in Senate: accompanied by police officers who are armed, and who had gone to plan an event which the President was attending, got abducted. This is a very serious issue. To date, they have not been found either by the armed forces or the police. That means if a chief who is well secured in an area in the north eastern can be abducted, then any Kenyan in Kenya, can easily be abducted and find themselves outside their jurisdiction. This is a very important Statement. We should do our level best as a House to make sure, first and foremost, these chiefs ... view
