(a) I am aware that Menengai Crater has a huge potential for geothermal power with most of the prospects being in Nakuru North, Subukia Constituency and Rongai District in Rongai Constituency. (b) The Geothermal Development Company (GDC), which is a parastatal under my Ministry, has organized youth in the area through the District Commissioner to form cooperatives so as to provide labour in support of various activities undertaken by the GDC in the Menengai Geothermal field. Mr. Temporary Deputy Speaker, Sir, I think in my answer, I highlighted that the Ministry has worked together with the community through their District Commissioner and their youth organizations to ensure that available opportunities are shared with the locals of that area. So far, the GDC has employed the residents as follows. This is for the information of the hon. Member. Mr. Temporary Deputy Speaker, Sir, that is a very interesting question but the hon. Member has just noted that the Constitution provides that vacancies are shared equitably. Principally, that is what my Ministry is trying to do. We are simply trying to follow what the law says in trying to give opportunities that arise to the communities.

We are discussing with the community. We are sharing and we have the skilled and unskilled opportunities which arise. Mr. Temporary Deputy Speaker, Sir, I will be able to table the list at the end of next week. However, I just want to remind the hon. Member that GDC does not only employ people from one county called “Nakuru”. We also consider all Kenyans in an equitable manner and that is what the Ministry of Energy has always done and we shall continue to do that.

Mr. Speaker, Sir, I beg to reply. (a) The construction works at the small power plant in North Horr Town has not stalled but it has delayed. (b) The delay in the implementation of this project was caused by a procurement challenge. The tendering process was concluded in early 2009/2010 but annuled by the Public Procurement Oversight Authority (PPOA) after an appeal by one unsucceful bidder. Mr. Speaker, Sir, my colleague from Laisamis is suffering almost a similar fate. This job was awarded to one contractor who works in that area. I think the challenges that we have faced have been adressed. I want to assure the hon. Member that in his case, the transformer got destroyed when it was being mounted and I think there was a problem. We did not think it was fit for us to put for him a faulty transformer.
