Mr. Temporary Deputy Speaker, Sir, 75 per cent is not asking for too much. We are talking about 2015 and not even 2011. I thank the Assistant Minister for the answer he has given. Again, I am not talking about everybody. I am talking about only those who qualify. You will notice that many students qualify but they cannot be admitted to universities. You will notice that the parallel programmes are giving our people a lot of problems. They are actually a preserve of the rich. I know of a student who got a B+ and simply missed one point. ...

Mr. Temporary Deputy Speaker, Sir, I am aware of that because this Motion, as the Assistant Minister stated, was supposed to come to the House last year, but there was no time for it and we went on recess without having debated it. So, it is from 2011 going forward and the Assistant Minister has corrected. As I was saying, parallel programmes are a preserve of the rich and that is what we are trying to avoid. Mr. Speaker, Sir, other than Juja Road that has been destroyed by the contractors, we have other roads which have been damaged by constructors. A good example is Kambiti-Mariira Road especially the water piping has been damaged by Put Sarajevo. What is the Ministry doing to make sure that the people of the area are compensated, or given proper services?

Thank you, Mr. Temporary Deputy Speaker, Sir. The problem of hospitals not being taken care of is not only confined to Mbagathi Hospital. If you visit hospitals in Murang’a County, you find that most of them are in deplorable conditions and leave a lot to be desired. They have not had a coat of paint for a long time. What has the Assistant Minister done to make sure that they are properly maintained?

asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware of the recent rise in cases of theft of coffee beans from factories in Kandara District and, if so, which factories have been affected and how much coffee has been stolen; (b) whether he could inform the House how many suspects have been apprehended and convicted in connection with the above; and, (c) whether he could confirm the existence of a cartel coordinating the crime and, if so, what measures he will take against the cartel.
