Therefore, this kind of behaviour from our military and Government is not acceptable. People should take first preference in any situation where land is concerned. The military should, for example, go to the borders of Kenya and Somalia or Ethiopia and Kenya. That is where the problems and threats are. Why do we need many camps inside the country? I know this particular problem is also creeping to Turkana County. We are talking about giving the military land in Turkana but they are asking for so much land. Why do we have to give them so much land? Why can ...

Thank you, Madam Temporary Speaker, for giving me this chance. I rise pursuant to Standing Order 48(1) to seek a statement from the Standing Committee on Agriculture, Livestock and Fisheries, concerning locust invasion in Turkana County. In the statement, the Committee should- (1) State the measures the Government has taken to deal with the current locust invasion in Turkana County. the locusts. The locusts are decimating every green piece of grass and leaves on plants, leaving their droppings, which the goats find palatable. However, when the goats eat these droppings, they get sick and die. This is one of the contributors of hunger in Turkana, because as our animals starve from this invasion, the people will then follow, also starving. Madam Temporary Speaker, I hope that the Government understands what I am saying, and will follow up with remedies to make sure that we do not have more locust invasions in the future.

Thank you, Madam Temporary Speaker. Allow me to make a correction. The name is Ekal and not Ekai. Those are two distinct names. Professor, you need to learn my name. It is Ekal and if you cannot pronounce that, just call me Imana. The idea that the manure is a bad thing to use when growing crops surprises me. My camels, goats and cows drop manure every day and that manure has never been known to be a bad thing from as far as I can remember. In fact, manure or cow dung is a source of energy. In some ...

Thank you, Mr. Deputy Speaker, Sir, for also giving me the chance to contribute. I do not know well the person who all the Senators are talking about. However, from what I have heard, I guess he is a well-trained man and he will be a good IG of Police. While some people said that the outgoing IG of Police would pick phone calls every time, and if he did not, he would call back, I did not experience that. I used to call him many times, but he never answered my calls or replied to my messages. I do ...

Yes, Mr. Deputy Speaker, Sir. He never took my calls, yet I have heard a Senator say here that he never failed to call him back or reply to his messages. I, therefore, stand with what I have said, because I have experience that. I hope the incoming IG will not be like Mr. Boinet, because I will want to deal with him and talk to him. I will be calling him because of the many problems we have in Turkana County. As I have said many times before here, Turkana County is under siege from all its neighbours. I ...

Many people have said that today, Kenyans do not have much respect for the police; and they do not think that the police are there to help them, despite the fact that the police have the slogan, “Utumishi kwa Wote.” These days, people are just afraid, especially in Turkana County. They are afraid to go to the police station because every time you go there, you must part with something. You cannot get any service without parting with something.

Mr. Deputy Speaker, Sir, I have a number of examples on this. I had a situation here in Parliament, where I was fleeced twice by people who know how to get money from others; and who look for naïve, good-thinking human beings to fleece. I have reported this case to the police here in Parliament but up to now, no arrest has been made. That is probably because I have not given something to somebody to get this work done.
