I support this Bill from the outset and hope that it is going to see the light of day as other Senators have said. A natural resource is not given resource in a particular locality. As such, it should benefit the people who benefit in that locality. Unfortunately, a lot of the resource in this country are taken by others. Unfortunately, the people who make roads do not care neither do the people who harvest sand or gold.
