  • 14 Oct 2015 in National Assembly: Mvita Constituency, yes. What he is referring to is a different document which has not been tabled in the House. Let us be guided. He should quote the Report which you have approved; the one which the Speaker showed us today. The document the Speaker has showed us today; the one he said he has referred to. That is what is available. Can you show us that? That document was not tabled in the House. Hon. Speaker, we need your guidance on this because he is misleading the House. view
  • 26 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me a chance to make a contribution to this very important Bill. I also want to thank the hon. Member for bringing it up. This Bill, in effect, is going to give effect to Article 117 of the Constitution. More important, it lays down privileges which we enjoy in the National Assembly. It gives the rules on how we should behave as Members of the National Assembly. It clearly states what happens to us when we are in this National Assembly. I am happy that yesterday, we amended the Constitution. Now, we ... view
  • 26 Aug 2015 in National Assembly: It is critical because we have the Constitution 2010. It has not been actualised properly. People do not know their roles. Sometimes, when witnesses are summoned, they are not forthright. They do not give evidence as they should. They hide information from committees of the House. It is good we have come up with this Bill. When such a thing happens, what do you do? We have put in law the action which will be taken on those who will appear before committees and give false information. They mislead the committees. This is very important. view
  • 26 Aug 2015 in National Assembly: Another important point here is that the evidence which has been tendered to the committees should not go outside. The information you provide as a witness to the National Assembly should not be used against you. That is very important. It will allow those who have been summoned to appear before the committee to give the evidence that they have. view
  • 26 Aug 2015 in National Assembly: With those few remarks, I also support this. view
  • 26 Aug 2015 in National Assembly: There is another point about privileges, Hon. Temporary Deputy Speaker, which I want to speak about. So long as we honour them, they are very good and nice. We should not misuse them. view
  • 26 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. What the Member is saying is right, but let me finish what I was saying. We have breach of privileges. This is the biggest challenge that we have. While we enjoy those privileges, can we also behave as Members of the National Assembly so that they are not abused? If they are abused, they become an issue to the members of the public. It will not look good for us to do anything that can make us not to be honourable Members. view
  • 26 Aug 2015 in National Assembly: Finally, there is a section here that I do not agree with. You know that we cannot reach a point and say that we cannot have broadcast from the media. If we say there is free access and there is an Act which is going to come about free access to information that it should be provided by all, the National Assembly is trying to say that we stop the media from covering us. We are going backwards from where we have come from. Yesterday, we extended the time for the passage of some of the Bills which are going ... view
  • 26 Aug 2015 in National Assembly: With those few remarks, I support the Motion. Thank you very much. view
  • 19 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to support this Bill. The Bill is very important in the sense that it will bring clarity between the Judiciary and the National Assembly. What we are experiencing is that the Judiciary has almost started supervising our discussions here in the National Assembly. It will reach a point whereby if there is a debate going on here, someone will go to court and get a ruling that we cannot discuss that issue. We will be stopped from debating. Another issue is between us and the Senate. We need to ... view
