we are creating red sinkers. I do not think that is what we should do because it is against the Constitution of the Republic of Kenya. Hon. Members need to go through this Bill. Hon. Temporary Deputy Speaker, we have talked about Level 5 hospitals. It pains that we have reduced the money for those hospitals. I come from Kisii County and the Level 5 hospital serves beyond Kisii County. It serves people from Migori County; it serves people from Kisumu County and it serves people from Kilgoris. So, it is unfortunate that as at this level we can say that it belongs to a county. It is like a national school. We have national schools in this country which are funded. Hon. Temporary Deputy Speaker, I cannot expect that to come from the Chairman of the Departmental Committee on Finance, of all the people, because he is in the picture that the funds in last financial year--- There is a report which has been tabled by the Auditor-General showing that funds were transferred from the Ministry in charge of Administration Police to the NIS and probably to him, we do not know. I am so shocked because he knows this. The records are there to show; there is nothing to substantiate.

Hon. Temporary Deputy Speaker, as we move on, the point I was making is that as we do this Budget process, let us not be treated like kids. Where we have approved funds for specific functions or to Ministries and then money is transferred to other departments, this House will be a laughing stock. That is not why we are here. I know the Chairman is serious; he means well for this country. The Members here are serious about it except the Chairman of the Departmental Committee on Finance who is not sure of what he is doing.
