Hon. Temporary Deputy Speaker, there are things we should look into in order for this country to move forward. We are allocating funds for various projects, including the Constituencies Development Fund, which is a landmark Fund. I managed to get my second term in Parliament because of the CDF. Therefore, I really value the CDF. As we move on, out of the funds that have been allocated for infrastructure, let us know how much money has gone to the Kenya Rural Roads Authority (KERRA). Hon. Temporary Deputy Speaker, another thing I want to comment on is the Euro Bond. As Kenyans, we must appreciate that, despite our noise and quarrels, international investors have confidence in this country. That is very important for us to note. Even the cost at which this bond was floated is excellent. We cannot sit here to do a Supplementary Budget and then after two months they bring another one. I have gone through the information on Recurrent Expenditure. I want to be very specific and refer to the money allocated for roads. I was a Member of Parliament in the last Parliament and I got around Kshs.29 million for the roads in my constituency. As we do so, the National Budget is increasing every year. That is the point I am putting across and if it increases every year, we should expect more money going to do roads, building dispensaries, providing water and building schools. That is the purpose of having the budget increase every year. We should expect the cost of living of the ordinary person to improve. Thank you, hon. Speaker for giving me a chance to contribute to this Motion. First and foremost, I want to say I support it. But my big concern is that our emphasis has been on revenue. We are not looking at who is paying the tax. Whom are we taxing to fund it? To what extent are we affecting the person who is paying that money?
