Hon. Speaker, finally, I want to refer to Clause 53A(6), which provides that external loans or external Government securities may be executed, on behalf of the national Government, only by the Cabinet Secretary or a delegate appointed by the Cabinet Secretary, in writing or a borrowing agent appointed for the purpose of this Act. What is the implication here? Anybody can sign contracts on behalf of the Government of Kenya. This is how this country ended up having all the problems that it has today. What is the history of these kinds of projects? We have had the fertilizer factory ...
