I want to ask the people in the Ministry of Transport and Infrastructure where the money is for the Kenya Rural Roads Authority (KERRA). Where is the money for Kenya National Highways Authority (KENHA)? Where is the money for the entire roads infrastructure for roads? I would urge hon. Members to go through them. First, I want to make comment on one thing. We have been talking about under- expenditure and under-collection. Over-expenditure and under-expenditure is a situation where the people in the Ministries do not spend the money that they have.
